Roles and independence

An institution should be able to identify who prepares information, who transmits formal material and who makes the certification decision. IESG explains its support role alongside the responsibilities of the applicant and ICEQC.

The applicant institution

The institution identifies its responsible legal entity, proposed provision and authorised contacts. It remains accountable for its declarations, evidence and management decisions, including the implementation of any corrective action.

The institution confirms information before formal use. Assistance with organisation, language or coordination does not transfer that responsibility to a consultant.

IESG's support role

IESG carries out application-support activities within its applicable authorisation and the arrangements agreed for the case. These can concern preparation, coordination and authorised material handling.

The official partner record identifies the published authorisation. The institution should match that record to the activities and scope it proposes rather than rely only on a name or logo.

Responsibilities reserved to ICEQC

ICEQC retains responsibility for verification, technical review, certification decisions and certificate issuance. IESG support does not confer those powers.

Questions requiring an official determination should reach ICEQC through the applicable process. A support provider's view must not be presented as a formal finding or approval.

Consulting and certification functions

People assisting an applicant must respect case-specific restrictions and the separation from official verification and decision functions. A commercial relationship must not become a route to influence a conformity conclusion.

An institution should understand whether a particular activity is basic coordination, optional consulting or a certification function before relying on the person performing it.

Interests and access to information

Relevant employment, advisory, financial or personal interests should be disclosed and considered before an assignment. Appropriate controls can include reassignment, restricted access or declining a role that cannot be performed responsibly.

IESG's conflicts policy explains the principles for its own service relationships and referrals. Institutional information shared for an engagement must remain limited to its agreed purpose and access arrangements.

Service fees and decisions

The service arrangement should describe any optional work and its charges without presenting payment as access to a favourable result. Read the dedicated fees page and the current official rules before accepting an arrangement.

Use the correct route for a concern

An issue about IESG's service, conduct or communications can be raised through our complaints channel. An appeal against an ICEQC decision or a concern within ICEQC's authority should reach its official route. A person may contact ICEQC directly through those channels.

Verify the record you need

Partner authorisation and certificate status answer different questions. Use the partner service to examine a support provider's permissions. Use the certificate register to check the legal holder and scope of a certificate.
